I had similar experience and in Firefox is simply just did nothing, in IE it returned a message upload_max_filesize directive in php.ini.

You host can manage the necessary change to a hosting account if requested or do as Towfiq suggests – FTP

The techs responded with, we have increased the

upload_max_filesize and

post_max_size

which should resolve the error you were receiving

This may help others explain to there host admin what is need
