Not all of my pages include a template selector under Page Attributes. I was able to find one after publishing a new page, but not on pre-existing pages and not before I hit the publish button.

Thats odd. You can try clicking the “Update” button and see the page attributes box is there.
Maybe you are confusing pages with posts?? O.o
